The Bilingual Program of North Chicago Community Unit
School District 187 offers a variety of services and programs
to meet the needs of English-language learners (ELL) whose
primary language is other than English. The goal of the
Bilingual Education Department is to provide support to all
stakeholders: students, parents, teachers and district
personnel to facilitate ELLs’ acquisition of English to a level
of proficiency.

Each student who enters the district for the first time is required to complete a home-language survey designed to identify students with barriers to the English language. Once
identified, prescreened for English proficiency and the required assessment(s) have been given, the student may be placed in one of several programs: The Transitional Bilingual Education program (TBE), The Transitional Program of Instruction (TPI) or English As a Second Language (ESL). Programs are offered in 11 schools in the North Chicago district covering all levels of students’ needs. The programs offered vary from school to school depending on the quantity of students and needs of the ELL. Program designs can be self-contained, dual language immersion or resource pull-out.

The TBE Program includes the following components:

The Transitional Program of Instruction (TPI) is designed specifically for students whose primary language is other than
English and the school has between 1-19 students of limited English proficiency. There are specific procedures for
entering and exiting all programs. ELLs can remain in the program as long as they need services. Proficiency levels in the target language are measured on an annual basis through proper assessments.
